Prior to the sequester taking effect, the House passed two bills to allow each department to move money around. Harry Reid, in the Senate, refused to even bring up the bills for a vote. Plus, Obama said he would veto those bills if they ever came to his desk. It is very obvious who is trying to inconvenience the public. Examples, stop the White House tours, cut back on border agents, cut back on TSA agents, cut back on air traffic controllers. And as El O said, the budget cuts are only for the increases in the 2013 budget. They still have more money than they did in 2012.
