I have gone into Panama by land and there was no exit tax collected.

To the best of my knowledge the revenue stream produced by landing fees, etc. goes to the operator of the airport to repay them for the money being spent on the remodeling and expansion of the airport. I do not know how long the concession runs.

I believe Alterra was replaced last year (2009) by a coalition of companies including Houston based Houston Airport System, Canadian based Airport Development Corporation of Canada, and Andrade Gutierrez Concessoes (AGC) a Brazilian company.

Good memory. Alterra had constant cash flow problems and the work started and then stopped, started, stopped a number of time. HAS seems to be well enough funded that the work has progressed quickly since they took over. HAS also has taken over the concession at the airport at Liberia.
