I have stayed at the vista linda apartments several years ago. It is a nice place frequented by many snow birds and retired guys from the USA and Canada.
There is security on duty at night and controlled gated access 24/7. They were chica friendly, but on a quiet basis. Rowdy loud parties are frowned upon and will earn you a reprimand by both management and residents alike.

In the AM everyone kind of gathers on the covered patio in a circle of rocking chairs over great Costa Rica coffee and discuss topics of the day, share stories, tips, and make plans.
If you can, stay in the main building. The back building is kind of noisy from the highway adjacent. Especially the second story rooms.
There is a bus stop on the corner that takes you into SJO. Calle Blancos is the route. You can walk to downtown which is about a mile. Great exercise.
Also, there are several pulperias within a couple blocks. A local disco / bar is up the street a few blocks that get going pretty good on weekends. There are restaurants and stores also with walking.
