Most countries have labor associations. A version of a union, usually government funded. They are primarily in place to protect employees from being taken advantage of by foriegn owned businesses (like hotels and casino's). But they are also there to lobby for the workers best interest. And this law/decree is definately not in the workers best interest.

I would not be suprised if some of the labor associations are at work now behind the scenes, trying to find a face saving way for this to go away.Donations, tax increases for profits during certain hours, whatever.
What is probably more at issue is alot of stubborn Latin pride. While I love the language and culture, they are some of the most pig headed people I have ever met.Most would rather watch the house burn down with everything in it than to admit they did not pay the water bill.Hopefully this will be resolved shortly.

Totally agree with you Vegas.

Things are looking bad and some people are already taking advantage of the situation.

A friend who works at Cariari informed me that casino managers have started to ask female dealers for "special favors" if they want to keep their jobs.

I may be verbose but I am not a lawyer. :lol: I must however take exception to your viewpoint concerning decrees. It has been defined in a least one dictionary as follows:

"A decree is an order made by a head of state or government and having the force of law. The particular term used for this concept may vary from country to country — the executive orders made by the president of the United States, for example, are decrees. In non-legal English usage, however, the term rule by decree refers to any authoritarian decision and in this sense is often derogatory."

Now as to "checks and balances:. It has been many years since HS civics class but I remember checks and balances as being the concept of a division of authority between various branches of government. In the U.S. there are executive, legislative and judicial branches each possessing some element of power. So when the president issues an executive order (decree) the legislative branch can pass a law countermanding it and the judicial branch may overturn either or both the decree and the law if deemed unconstitutional. Basically the CR government operates very similarly and there are courts who can overturn the decree if it violates the CR constitution. Checks and balances are alive and well in this democracy. :D

Irish Drifter may not be a lawyer, but he makes sense. Besides, you are applying a United States construct (and a faulty one at that) to Costa Rican law. You're not in Kansas (or Minnesota) anymore.

Of course, I will defer to your superior knowledge if you took a Costa Rican civics course in high school. :wink:

Irish Drifter should be governor of Florida, but we Sunshine Staters lost him to CR. :cry:

Will one of you wise men kindly advise if the casinos in the gulch will only be open from 6 p.m.-2a.m.? I am under the impression that next week this legislation will be enforced absent some sort of emergency relief (if such exists down there). And as I am coming to town in two weeks, if gaming is unavailable the majority of the day I may consider....heaven forbid...taking a day tour or zip line tour if my wingman is agreeable. Oh great. He's a big coffee drinker (I don't care for it myself) so he'll probably want to do the plantation tour. I need intel!

In the normal Tico tradition I do not believe anyone can give you an answer. The last I read was that they hope the decree will be publish sometime this week. However they have said that every few weeks since the decree was announced.

Even if it is published this week I do not know if they have ever said what will go into effect immediately and what will be implemented in the 6 month window.

Wish I could be more precise but this is Costa Rica :lol: just stay tuned and hope.

Once again,to the best of what I know,ID is correct. To the best I can find out,the decree must first be published is the Spanish newspaper (starts with a "G" not La Nation) then it takes 6 months for compliance to take place. I spoke with Unell,yesterday, who is still associated with the Paradiso Casino (Clarion) and he said that the decree has NOT been published and he doubts it will ever be enacted. So come on down and bring a lot of money for the casnos AND the chicas. The rainy season is starting and the chicas especially need to engage in some LONG-TERM relationships. lol How about a "send a puta to camp" initiative. There are several that could use the time away to detox.

A puta rest camp: I'll bet with a little effort you could get some investors lined up for that project. :roll: I've got a few dollars laying around not earning any interest. 8)

I was thinking more of a "Basic Training" camp:

Start with a scale next to the ID check at the Del Rey. Chica hands her ID to the doorman and steps on the scale. If it groans in misery she is automatically on the bus for camp!

When she arrives, she will find plenty of physical activity, a strict but nutritious diet and the following courses:

-BBJCIM - Instructor: Pamela!

-Basics of Logic - Instructor: Vegas Bob

-Yes, it will fit in the dumpster - Instructor: Jadcujo

-The meaning of "Service" - Instructor: Asta, darling...

-Nutrition - Instructor: HolaB (penance for all those cookies...)

-Hooker Economics - Instructor: Bangbang57 (colone stretcher extraordinaire :shock: )

-Hooker Fashion - Instructor: Andrea (SL) (cuz there's more to clothes than blue jeans)

-Camp Commandant - Mucho Gusto (you got some kinda pro'lem widdat?)

-Master-at-Arms - Big Daddy (where did that chica go? Big Daddy, roll over! :shock: Dang...)

I think we can have the gulch cleaned up in no time! :lol: :lol: :lol: :lol: 8)
