The US embassy doesn't re-evaluate a visa application. Once it is granted or rejected, that decision is final until you apply again. The embassy personnel are too lazy to do twice the work. Plus, with the number of visa applications they see, I'd doubt that they have the resources or desire to evaluate them twice.
She told you she got accepted. You didn't actually witness this, correct? She got rejected off the bat, but had this plan in the works.

I agree and I doubt she ever applied. It is widely known around the world that if you have nothing to come back to, you have no special education, you have nothing much to offer the USA, you will be turned down.
Most people know better than to apply since if they fit into the above situation, it will be a huge waste of money (like flushing it down the toilet - who's going to do that?).
She faked everything on that web cam in my opinion.
