I see another story also about the bandit cabs where they blocked streets/traffic in protest of proposed legislation....
The protest yesterday was by the porteadores which are different from the piratas and the red fleet.
The red fleet are the red cars with the yellow triangle on the door. They pick up along the street or from cab stands and are suppose to have and
use a meter.
The piratas are unlicensed cabs who drive unmarked cars and pick up on the street and negotiate a rate. They do not have meters and are operating illegally.
The porteadores are private cars that have no meters but work under contract to an individual or business. Their fee is negotiated as part of the contract. They are not suppose to pick up street fares.
The government was going to outlaw the porteadores so they held a non violent protest in San Jose. The government, for at least a time, has backed down.

how have you seen things progress/regress since you've been there...?
I rarely take a cab since I have a car so I really can not answer that question.
