IT WORKS!! Here's the particulars. You need a GSM (no not GFE) world phone. Tri band minimum. With Cingulars International roaming plan.

Turn it on. The phone will search for a carrier ,and prolly not find it. If this is the case, dial a CR number anyway(It won't connect). Cancel the call and your phone should then pick up ICE. Once that happens, you are golden ,and can now burn your life's savings on calls to the novia, MP, pizza dude, jealous buddies back in the states, etc.

Have fun

Watch out when using your Cingular with voice mail . I learned this the hard way in the Bahamas. It may be the same in CR. (I’m not sure ) Once your phone is loged on to their system and someone calls your number you will be charged a 1 min. call wheather your phone is off or on .Even if the call is made in the states . Even if the caller hangs up without leaving a message .

That is Interesting. I called Cingular and it is 2.29 a minute but, they assured me that if the phone is turned off you are not billed.

I can also confirm that T-Mobile is alive and well in CR. Had problems with text messages and email functions but voice wa 100% during my stay. Not such good news for Enrico...

A Caveat here... it is NOT cheap to get/make calls in CR on Cingular. But as we (gringos) really can't get phones down there, one should just use it for a come see me/where are you call, and one should be OK cost-wise.

The reason you get billed for voice mail is that you have to call your US number to get to it. So you are racking up ICE airtime charges while doing so. It might actually be cheaper to leave the phone on, answer, and have a very short conversation, as opposed to listening to a three minute message about how much she loves/misses you an hour after she leaves the room.
