And, that 15 meters is from the front gate, not from the doors into the actual hotel.  Under the C.R. smoking ban, anything within the property (i.e. inside the walls) is a no smoking area.  Therefore, you'd need to be halfway between the SL gate and either corner to be "legal."  
I was told that the little patio off the clubhouse, and the deck outside the Mansion are no smoking zones....that being said, I have smoked a time or two in those areas...  
Technically, the rooms are also supposed to be non-smoking, but many hotels simply look the other way.  
What really bugs me is that you can't sit in a city park and have a smoke.  Supposedly, the only outdoor smoking allowed is when a pedestrian is walking and smoking at the same time (i.e. you're not supposed to loiter in one place and smoke, even if it's out on the sidewalk).  
Hope this helps.  I smoke cigarettes, the occasional cigar and even an occasional pipeful;  I haven't really been hassled, although a couple times police officers have politely explained the rules to me.
