+1 on the Areca Lodge.  I was there for two weeks last October.  A bit less than $50 for a poolside room.  That includes the taxes, service charge and a good breakfast buffet with omelet / eggs stand.
Guest friendly, no "joiner fee" for one guest but I have been told that a second (or third) guest will incur a small (about $10) fee.  That is pretty much standard procedure in Pattaya in the regular hotels.
Location is great.  Hit a golf ball to LK Metro for good gogos and tons of beer bars within stumbling distance of the hotel.  Take a short walk to catch the baht bus to take you to Walking Street or Soi 6.
Also, if you are a golfer, take your clubs.  The Pattaya area has a lot of very good courses that are reasonably priced.  The Golf Club Bar (
http://www.golfclubpattaya.com/site/) in LK Metro arranges almost daily pot games at courses in the area.  The entry fee usually includes green fee, cart and round trip transportation.  Most courses also require a caddy which will be a bit extra.  I played about four times while I was there and had a great time.  It's a very pleasant group of guys (mostly Brits and Aussies).
