There are ATMs and Canadian bank cards supposedly work.. I still prefer the Cadeca or bank and I only exchanged Canadian for CUC. Did withdraw cash another trip... I think it was in Cadeca and I didn't have a choice of which account at my home bank (Canadian) to withdraw it from. For Americans I think you would still be ahead to convert to Canadian or Euros, then exchange cash at a Cadeca when you get there. Unless it recently changed you could not withdraw cash from any US banks while in Cuba.

the news has Cuba lifting the 10% tax on US dollars, altho I don't know when it goes into effect
