The way I see it, this is harassment of tourists and bullying of HDR....WTF? Do they need to do this routinely, for what real reason? To make the life of a few Nica and Dominican chicas miserable? Or to scare away dollar spending gringos helping sustain the local economy?

At least any more so than any other of the 100+ other places in CR where chicas sell their "favors" or when it happens in many other countries (including the USA!!! As I have stated before, these "INSPECTIONS" ARE JUST THAT, INSPECTIONS -There are many tourists who may or may NOT be in the country legally and the same with the working chicas. There are many chicas who will try to "work" while und***ge. And many chicas and tourists use and possess drugs which, just as in the USA, are illegal!! It takes time to run each ID thru the computer to verify it. (many are fake). What are they suppose to do-let a guy, just because he is a Gringo, walk away or wander off (without his ID????
Do they need to do this routinely?? You have been in the Rey and other places here many times I am sure. How often do you see the exact same crowd????? BUT, mainly the reason is, there is a large number of very important and influential people here who want "their country cleaned up" and they are putting a lot of pressure on law enforcement and the government in general to crack down in every way possible-per example the reducing of the number of days given on visas to people who are obvious perpetual tourists!! ALL PLACES WHERE THERE IS PROSTITUTION ARE BEING INSPECTED ON A REGULAR BASES, NOT JUST THE GRINGO PLACES!! In fact, from what I see, they are hitting Tico places much more than Gringo places. Hell 5 Tico places (all but one of which almost never even saw a Gringo have been closed down for infractions and the owners/managers arrested!! And one of those was the most discrete place here and a large portion of their business was high ranking government people, doctors, lawyers, etc.!!
Dollars to help the local economy!!! HAHAHA!! That is typical Gringo opinion and SO WRONG!!! The sex tourist trade in CR IS ESTIMATED AT 1.5 TO 2.5 % OF THE TOTAL TOURIST DOLLAR SPENT HERE EACH YEAR!! Believe me, except for the relatively few people directly involved in the business, the Costa Rican people could care less about those dollars. Secondly the cost of policing, regulating, and protecting those places and the people working and visiting them is more than what the government ever gets back. The biggest portion of those dollars are spent in Gringo owned places, not Tico owned places. Unlike the USA, this country does not support unemployed citizens so if everyone working in the sex tourist industry lost their jobs, the majority of the rest of the people could care less and the governmemt would actually probably save money!!
Just to support the 1.5 to 2.5% figure think about this: There are roughly 50,000 hotel rooms in this country of which there are less than 500 rooms where unregistered female guests are allowed in the rooms!! THAT IS LESS THAN ONE PERCENT THAT ALLOW CHICAS!!!
