Air Traffic radio frequencies are public knowledge and easily monitored using off-the-shelf equipment from Radio Shack. You can easily monitor the same frequencies that Air Force One uses.

No. Air Traffic frequencies are not ALL public knowledge. While there is a specific frequency spectrum for air traffic, there are also frequencies not so public. Sure, a scanning radio can find them, but they're not published. And, yes, one can even talk to them provided one has the right equipment. However, I expect trying to do so might get one in, shall we say, "hot water"?! "HELLO AIR FORCE 1!! srilm from CRT said you're running on a public frequency so I thought I'd drop in and see if I might talk to THE MAN?!" Or maybe one could drop in on a conversation taking place during a bombing run over Afghanistan: "YO!! Man, can you help me with this flight simulator? I'm not getting this inverted thing down too well. OH NO!!! STA incoming!!!" hahahahahaahahha And, yes, it can be done. Wouldn't suggest one try it, though
Oh, yeah, and communicating with the space station is very doable AND legal because they've an amateur radio station on the thing. Been there; done that. It's really not that far away. Speaking to someone around the other side of the world on HF using low power is more fun. *shrug*
Still, Guantanamo Bay is a "public facility" and I suspect phone calls are frowned upon.
