Will all be back to normal? Or should I wait until later on in the month?

Unlike late December - which can take until early Jan to return to normal - the week after Easter should be fine

Although some will disagree (as they would on any subject even the world being round, or the airport bank being the best place to change money upon arrival:?    ) , avoid Easter Week - while it has gotten a littler "better" in recent years I'd skip it (as well as between Christmas and New Years) especially if I were new to Costa Rica. While not important to me, drink sales/alchol is/was restricted on Holy Thursday/Good Friday, and Easter - lots of places close during that time too, although again, you hear reports that there are more places open and some of the bans have been removed - I'm not personally interested b/c I will not travel to Costa Rica during Easter; back in 2003 when I was in CR for a few months, I left and went to Panama during Holy Week.

I went in early December, and a favorite had taken the month off - so my personal views might be a little strident regarding December (I will not go again during that month), although I don't feel as strongly about early Dec as I do Easter

Once you get through Holy Week (Semana Santa), everything should be back to normal.

I've been there during Semana Santa. Quiet on Good Friday with some action at the DR. Action starts to pick-up on Saturday.
