Just observations with no real conclusion.
Have you observed that the average person in the US has nothing to gain from illegal immigration and have a lot at risk with so many people driving without a license or auto insurance. The same situation as appears to exist in Costa Rica on a smaller scale is that only a few of the very wealthy have anything to gain from illegal immigration since they have investments in the industries that benefit from low wages. I wonder if there is any correlation between this and the fact that neither political party in the US seems to be really doing much to solve the problem. Why is it just preferable to just blame the other political party? Follow the Money?
It's surprising that no one is suggesting the groups of women and Ch*ldren might be sent ahead to distract the Border Guards while the men sneak in undetected at other points along the border. Once the women and Ch*ldren are released, they could easily join up with their other family members.
A personal note:Several years ago when I was thinking of bringing a novia to the US, I visited the US Immigration office in Tampa and asked their counsel on what appeared to be 3 options;
1. Fiancee VISA which was for 90 days and I would have to marry her in that time AND I would have to be financially responsible for her for 5 years even if we split up.
2. Marry her in CR and apply for a Spousal VISA. Same as #1 on financial responsibility.
3. Student VISA where so long as she stayed enrolled in the FREE local adult education program, she could stay for 1 year with 3 more automatic renewals and after the 1st year she could get a green card! My personal financial responsibility for her would be only 1 year!
