So a bunch of Secret Service agents are hanging out at a buffet restaurant at 730am, with their badges hanging out so they can be easily made? Makes sense.
I have been in government service for many years, not in the Secret Service, but have worked closely with them on several occasions. The above scenario sounds not only plausible but very likely to me for severl reasons.
1. Secret Service is actually, in today's USA, a misnomer. The name comes from their original mandate in 1865 and although their assignment and style of operation has changed greatly since then, the government has never seen fit to change the name. It is in no way a covert organization. It's just a name. They do have certain investigative functions that would require a low profile, similar to a police detective conducting an investigation or "stake-out". However, generally they are not trying to hide who they are.
2. There are 2 types of Secret Service field personnel. Uniformed Officers and Special Agents. The level of badge, insignia and uniform they wear depends on their assignment and the situation or location that they are in. Even the ones "hiding" in the crowd when the president gives a speech in front of a crowd are easily recognizable with their radio sets, earpieces, sometimes (but not always) visible firearm. They also wear a special lapel pin when not in uniform but on duty that is easily recognizable and has Secret Service printed on it, that can be read if you are close enough. The only exception in this instance would possibly be a special agent tracking a highly suspect or known target in the crowd, depending on the situation.
3. Secret Service presence in Guanacaste makes sense. The Liberia airport and surrounding area was probably already staffed and prepared for a possible divert or "escape" area in case of threats, weather, and many other possible scenarios.
4. If this did occur as the poster described (I would say a 90%-plus chance it did), it was probably a team of Secret Service personnel getting ready for a day's work of preparing the area. They would want to be seen, noticed, and recognized -- a "we are here" statement.
