Then your phone was not unlocked! Jailbreaking is not the same.. Jailbreak just allows you to install custom apps.
The guy is either lying or doesn't know what he is doing! The only way to unlock the 4S is with a Gevey adapter.

Sorry.. Verizon will also unlock.. But it involves you upgrading to the latest version. There should be a message saying you are unlocked. You should check it out with them. It sounds like your unlock request didn't go through.

Verizon was very adamant that the phone was unlocked and would work in Costa Rica no problems. That is why I took a backup Samsung Galaxy with me and it worked just fine. I traded in my Verizon Iphone with AT&T and will not have a problem in the future. Verizon sucks is all I have to say.

I had a Verizon 4s (iphone 5 now) and it worked great. I also have friends that had the same experience. I use Movistar. The first time I put in their sim, it took awhile for the 4s to configure itself to the Movistar network (maybe 5-7 minutes) then it always worked great afterwards.

I was down in CR last month. Before leaving I checked with Verizon
And they told me that my Motorola Droid was not capable of international
calling. I upgraded to iPhone 5 and told them I wanted to be certain
I would not have any issues. They changed one setting on my account
and assured me that I was a set.

I did not have too high of a comfort level so the night before leaving I
called tech support. They told me I was good to go and sent me a
document with full instructions for Verizon cell use in Costa Rica.
All set !!!

I get off the plane in San Jose and sure as sh1t, "No Service". Well, f::k me.
I just knew the damn thing wouldn't work. My brother has AT&T and his
Phone worked just fine. So I upgraded my phone for nothing and am now
locked into Verizon for another 2 years

I am not a cell phone techy but can someone tell me what these SIM
chips are and what they do? Should I have gotten one and would that
have solved my problem? Verizon told me all I had to do was turn the
phone back on as soon as the plane landed and I would be all set.

Sure didn't work in my case.
