Uh Oh ! Dumb question time: Could someone attach a long rope to a tree at the shore attached to a foam life preserver and simply pull themselves back in or just float at one distance and not get pulled out ?

The best advice is don't let your ego write a check your non-swimming ass can't cash. Not directed at anyone in particular,
but trying to impress some chica with your body surfing skills when you have never been out in Pacific coast waves is just asking for trouble and they don't have to be BIG waves either.
Be careful out there, use common sense and err on the side of caution.
