Yes you can drive a car with U.S. tags for 90 days. On the 90th day, or before, you must either nationalize ( license the car with CR plates, etc) or remove the car from Costa Rica. You may apply for an extension which I forget the length but believe it is an additional 90 days. Then the car must either be nationalized or removed permanently.
