Two "tips" when renting a car in CR:

1. Whatever you are quoted, double it. Mandatory Supplemental liability insurance (SLI) and the other taxes and fees will add another 100% to your rental costs. (like the guy in the video said) When I first started renting in CR, SLI was $8 per day. On my last trip in April, 2009, it increased to $20 per day.

2. If your credit card doesn't guarantee 100% of loss, theft, damage to the car in CR, get the American Express Premium Auto Rental insurance. It will give 100% coverage for loss and damage to the vehicle, but will not cover liability and personal injury. This insurance comes in handy when the rental agent tries to nickle dime you for nicks and scratches when you turn the vehicle in. The AMEX insurance is a one-time per rental charge of $24.95.

In spite of some of the POA aspects of renting in CR, it definitely has it's advantages over using public transportation or private van services.
