To challenge the targeting gringos issue, I've been in Jaco for several days and the bar owners I've spoken to didn't even know about it. Probably actually targeting the K*ds on the streets and soccer crowds in SJ. They enforce the smoking but bet Jaco never will enforce it. But they will do what they do and the opinions of CRT will not be weighed into the decision. :D I'm sure you'll continue to break it down and analyze anyway.

They are going to have a really hard time enforcing this. I can't tell you how many guys I see just drinking a beer and waiting for the bus.
