Directly across the street from the Hotel Santo Tomas, or on Ave 7 between Calle 3 y 5. Here's a maplet to help orient:

Here's another suggestion (con cerveza)--Caracas Arepas, near the INS building. Here's 2 reviews and exact location: viewtopic.php?f=14&t=36983

If you are in Barrio California, there is a neat place called "El Buen Comer" about 100 meters east of the Pizza Hut which is right across from the Nicaraguan Embassy. Actually right behind Scotland Apartments (old side) where I watched it burn down from on my second trip in July, 2007. Guess their insurance worked as the rebuild is very nice. Very good food, friendly owner/staff and good prices. 1800 for casado last time I was in there but tends to be crowded at lunch time.

I believe this is Brother PVT's mention, complete with tel.# and maplet:
http://maps.google.com/maps/place?hl=en ... 1726393435

It's also about 4 blocks from a train station.

Thanks Jazz...that is it! Damn train is why I ended up hating Scotland so much. Celebrated my birthday at 'El Buen Comer' one year with Pac55 and a pair of girls from Brazil who lived in Scotland as well. That place has a LOT of good memories for me

Soda Peru, across the street from HLH, go 1 block up the hill. Lunch is good, go before 12 noon gets crowded. Then back down the hill to HLH and check out the desert menu. :D

I ate there one time during my last trip. A plate of chicken fried rice and a bottle of water was over $6. That was one of the cheaper items on the menu. That's just my experience, others have recommended it. The dessert menu sounds like a better idea. :)

I agree about Soda Peru. It's no longer as cheap as it once was. It used to be about 2,200 ($4) for the fish plate I always get. Now it's close to 3,500 ($7). (60% increase)

More gringo business means higher prices. Plus, inflation is a bitch there too. And the exchange rate going south increases the price for gringos.

YO - Got a news flash for ya. You could empty the place of all the gringos and it wouldn't hurt their biz 1 bit :!:

To answer the original question: IMHO it might be easier to hang with all of the cheap guys than ask for specific places  JMHO

Ate Plato del dia at Vasconias today. 1650 or $3.33 for a nice piece of friend fish, good helping of rice and beans, ensalada y platanos. Plus they have a good selection of Mexican hot sauce.

It has become one of my favorite Tico places to eat.

Here's some pix of the venue from a competing Website:

A few of my favorite inexpensive places to eat in San Jose: Chelles, the mariscarias in the basement of Mercado Central, La Criollita, the Colombian bakery on Avenida 3 & Bar Poas.

It's probably more accuate to say the "lowest level" of the market. There are no "floors" so to speak, but there are tiers as in a terrace. You can find a number of sodas and seafood places that serve hot meals, soups, cerviches, etc.
