There is absolutely NOTHING an attorney can do for her in case of a tourist visa. Don't waste your money. You can reapply in 6 months (I heard if you go back in less than 6 months, they will automatically decline you, according the Immigration Secretary for my congressman).
Law 214b states that the burden of proof is on the applicant to show sufficient ties to their home country when applying for a tourist visa. And the whole process is totally subjective, whether or not you are granted a visa depends completely on the IO that interviews you and is not appealable.
