The vast majority of the 20,000 are not expats living as perpetual tourists here, so the sample is much smaller. The two I know who have had trouble were for fake stamps not overstays. For obvious reasons they do not wish to be known.

Here is a good question that I would like to ask all of the no it alls. When you are over your 90 days, where do you go to pay your fine?

Well, the consular section at the CR Embassy in D. C. comes to mind--after they deport you and ban you for 10 years.

I recently made a border run to bocas through sixaola, and no problems, and I was definitely WAY over my 90 day tourist visa. When leaving costa rica, I had the guy swipe/stamp my passport with the computer generated stamp, and upon returning, it was the girl that did it. Never asked me a single question, and I didn't have to show a bus ticket or anything to show that I was leaving cr.

I have no idea how somebody could buy the new computer-generated stamp, but I have successfully paid for the color-changing ink stamp through a contact at immigration.

I suppose it's possible though; because of the ongoing rioting/protesting on the panama side, we had to enter by boat, and when we arrived at immigration at sixaola, we were all told that we in cr illegally, and for $10, they would ignore that and issue the stamps, lol.
