I read the OIJ's "denuncio", the police report package. While it was in Spanish, it read like your standard robbery initial investigation entry. While it would strike me as odd that it had to be taken by Costa Rica's version of the FBI - a similar report would be taken by any big city robbery detective - I guess the average Guardia Civil patrolman doesn't have the same level of expertise.

I plan on visiting the HLH early on in my next trip at the end of this month. I will be leaving Daisy a very large propina and will tell her "This is for you so you can start replacing what you lost". I have met her before and she's always been kind to me, and I believe in Karma big time.

I'm sure others ( Brothers DiegoC or Irish Drifter) can explain this much better than I, but as I understand it the patrol and investigation functions of the Police are kept separate deliberately, to make it that much harder to build a police state. The patrol functions are even splintered (road cops, beat cops).
Now that I have the victim's name I'll compensate directly--I'll be down in a month and she'll still be needin' then.
