Well, after we discard the "Bend over and grab your ankles" option, there's these, courtesy of the NYTimes:

Another article on airlines canceling flights proactively.

Quote:
Airlines Will Cancel Flights to Avoid Risk of Fines for Delays
By ELLEN GOLDBERG

Passengers may soon be seeing more cancellations on airport departure boards.
Several airlines, including Fort Worth-based American and Houston-based Continental, say they will cancel flights rather than risk paying stiff penalties for delaying passengers on the runway.
Continental' s CEO told investors Tuesday that the airline will opt to cancel flights rather than chance being fined.
Aviation consultant Denny Kelly expects other airlines to follow suit.
Federal Fines for Delays Will Mean More Cancellations" I think all of them will cancel flights," he said. "They'll do it partially because they think they are going to punish passengers, and if they punish them, someone will get this legislation removed."
Under new federal guidelines that take effect next month, airlines can be fined up to $27,500 per passenger if a plane is stuck on the tarmac for longer than three hours.
"How can they say there is nothing wrong with having someone sit on a seat and run out of water and everything and sit on there for three, four, five hours? That's ridiculous," Kelly said.
With the new fines, a delayed MD-80 could cost American Airlines close to $4 million, and a fine for a full 757 could cost more than $5 million.
"It's unavoidable that more flights will be canceled to avoid fines," said American Airlines spokesman Steve Schlachter. "It's one of the unintended consequences of a bill that has no flexibility. "
A spokesman for the U.S. Transportation Department said airlines can avoid fines by doing a better job of scheduling flights and crews.
"Carriers have it within their power to schedule their flights more realistically, to have spare aircraft and crews available to avoid cancellations" and to rebook passengers when there are cancellations, said Bill Mosley, a department spokesman.
Frequent flier Dave Wooldridge said he plans to punish airlines that cancel flights by taking his business elsewhere.
"I won't fly that airline again," he said. "They risk losing a lot of people if that's what they become known for, canceling flights."
Traveler Andrea Ramirez also didn't agree with the airlines' tactic.
"I would definitely rather be late than not go at all," Ramirez said. "That's for sure."
The fines are scheduled to take effect April 29.

According to their Contract of Carriage, passengers have durned few rights--the whip hand is definitely held by the airlines...and I don't see it getting any better.

Christ, airlines are a hoax.
Heres what they should do, make a fine for canceling a flight for no appearent reason. Revoke their time slots, and let airlines that know how to schedule and abide by simple rules fly.

The current setup just seems stupid. You can't seem to get it right, but heck just keep canceling flights and causing havoc and turmoil in the airport until you eventually get it right?

Made a small correction there Jmac… :D
Other than that, you are spot on correct. In Europe EU-261 has been in place for years and it has made things like 3-4 hour tarmac waits almost a thing of the past, and no airlines complained or threatened to dropped flights; they just did their jobs and took some responsibility. The only difference is that with EU-261 is that the customer gets the money that is levied in fines; up to 600 euros for a delayed flight.

The treats of discontinued flights are being unanimously meet with a resounding “B*LLSH*T” on the frequent flyer boards. My thought is that if they cancel a flight more than twice in a month, then that route slot should be opened up to all other carriers. When Southwest, Sprint and AirTrans start grabbing up those routes and making money on them, maybe the big boys will get their heads out of their asses.

As a side note; AA has joined Delta and Continental in this feeble attempt to continue to provide poor service …

The problem with applying European rules to the US is Americans. I had a US Airways flight arrival delayed during the stormy season that I received a free overnight in Charlotte. Upon trying to resolve an issue the next day, I found out that a customer service rep made a call to delay the flight because a rather significant group of travelers bought one-way tickets to CR.

Other than being miffed at losing a days travel not due to weather delays, I would rather have flown back to the US than to have the flight cancelled, book a night and ida y vuela cabfare in SJ
