Not sure I agree with that premise. Having the law of the District of Columbia, which may or may not be reasonable, but certainly not generally know to the traveling public as the law of the air seems a bit of stretch.
I doubt that more then 5% of air travelers, if that much, know that they are being governed by the laws of DC while flying. Yet we do not see chaos in the skies on a frequent basis. I would suggest that the general adherence to civility and law is what prevent chaos in the skies not the laws of DC being enforced.
