No doubt when Jack Barr contacted the Presidente they had space available and in the period between that conversation and his attempt to book the rooms they sold out. From his narrative we do not know the time frame for all this.
The prudent way to handle the situation is to make a deposit to hold the room then quickly try to secure an airline reservation and you are good to go. If for some reason you can not coordinate everything within a reasonable time frame you cancel your hotel reservation within the free cancellation period.
I disagree that the Presidente treated him badly.
