Actually there are quite a few threads on the topic. Do a search for Magic Jack and you'll see.
Personally, I've used both my company's Avaya VoiP client and Skype to make and receive phone calls while at the hotel (SL). I've also used my Blackberry to make UMA over WIFI calls (at no cost

) to to States.
Quality is spotty, though. It's hit or miss whether you get a solid connection or not (at least at the place I stayed).
