It Is Still OK To Make Offensive And Hateful Remarks Against Foreigners

The legislators of the Comisión de Derechos Humanos (Human Rights Committee) decide to shelve a change to the Código Penal (Penal Code) that would make it illegal to make disparaging jokes and offensive comments in public about foreigners.

The proposal to the change was made by legislator Alexander Mora, who did not appear in yesterday's legislative session to defend his initiative, which led the majority of legislators to vote to shelve the project. The proposal would have meant punishment for making offensive, hate and hostile remarks against foreigners or groups of ethnic difference. The fine would have been between 10 and 65 days pay for making any such remarks, depending if the comment was made in public or not.

If it's ok to make offensive and hateful remarks towards foreigners in the US, why should we expect any different there, especially since we are responsible for all their problems...

The legislature will first have to decree that the term "gringo" is a term of indearment, not disdain, before they can take action on this proposal. Otherwise all of the ticos would go broke!

I was referred to as Gringo in my own country down in South Miami by a youngin Cuban with his Mommie. Could tell they were muy rico and it wasn't offensive but given the chance could of easily responded in Spanish with something not nice. (a Gringo speaking Spanish in our beloved South Miami ).
