I based that quote on Brother Vegas Bob's observation that all manner of paperwork had to be done--in the US, it's swipe the card, sign the screen (if over $25) and fly. They now have even easier methods. The question wasn't about acceptance, but the changes folks have to go through to get a card accepted.
POPS would seem to be an unusual case. Most places I use either a credit or debit card, in CR, request nothing other then my signature. The one constant exception is the Mas x Menos group who always want to see my cedula or drivers license. They do not write anything down just compare the name and check my picture. Takes no time at all.
The major diffidence I find is that when I lived in South Florida I could always sign for an amount more then my purchase and get the difference in cash. Because of that I rarely ever used an ATM there and most markets did away with there check cashing ID card.
