First, there's a waiting list for new lines. 3-6 months usually. Second, You need to be a resident or own a corporation. Third, you need to have a cell phone with recent receipt.

Getting a phone legitimately here is just not an easy task.

Evidently, according to Zman's post, the prepaid do not have a waiting period at this time. They have 40,000 lines dedicated to the prepaid service.

There are no waiting lines for the prepaid service. You only have to be a resident , citizen, or own a corp. My friend said no receipt for the phone was required. He brought his phone with him, they put the chip in , he bought a few prepaid cards and he was set.

He was told only ICE offices sell the prepaid chips. Not cell phone stores.
