Let me give translating a try...

CR is asking the World Bank for another loan of $65M. They have already borrowed $14B over the last 18 years. Greengo thinks that the CR govt has a bit of a "shill" game going to float bonds with a value of about 6% of the amount borrowed in order to stay current on repayment. He believes that a large portion of that money has been used to buy presidential mansions, limos, junkets, etc. He believes that with the money that they have wasted they could have transformed themselves into a truly modern nation instead of a ecotourist, sextourist backwater.

Greengo, I recommend that you visit la farmacia and have your prescriptions refilled. Or, if you ARE taking your meds, you need to lay off the stuff! Regardless, I would like to meet you some time to see just what you are like in person! But then, sometimes I think that meeting you in person might be one of the scariest things that I have ever done!
