Call your bank and CC company before your trip - excellent advice.

For me, you can't beat the convenience and economics of getting cash from ATMs, particularly in a country that offers and accepts U.S. currency. Actually, the exchange rates usually are competitive with or better than most rates available at exchange kiosks and local hotels. In my mind the ATM fees are insurance, because the alternative is to bring a lump of cash with you into the country. Losing that your first day in country would SUCK. Losing a couple hundred bucks your first day in would suck a lot less.

For my own peace of mind I never use and ATM or a credit card. Too many Gringos with horror stories. CASH - U.S. Money exchanged at Scotiabank. I usually go in the morning and there is almost never a line. They always have one of the best exchange rates.

I think you are right. The prosecutors go after big rings and not the individual thieves.

I have been a member of the Army Credit Union for 20 years. I pay less than 1 percent per $100 withdrawn. TOTAL.

Helps to have a relative that is the Senior Administrative Officer of one of the largest (solvent) bank in the US
