Yes. Citizens living abroad can vote absentee in the state that was there residence before moving. Registration requirement vary from state to state.

She can contact the U.S. Consulate in Pavas or:

Democrats Abroad, Paul Kloes 22-28-82-60

or

Republicans Abroad, Francis 22-82-21-50

any of them will be happy to help her out.

Irish Drifter, I am impressed. You must have voted down here a time or two. You certainly know your politics.

Willy7 - Have your Mom check out The Tico Times, this week's edition. On Saturday, 27 September 2008 at the Holiday Inn, beginning at 9:30 AM, there is a nonpartisan event hosted by the Democrats Abroad. It will be a drop-in registration and voting center for the presidential elections.

She will have to have identification listing the address of the residence where she is registered to vote in California. I think she will need her Social Security number.

I have my ballot sent to me here and it arrives about now -- six to eight weeks before the election date. After voting I post it right away because it takes about 10 days to two weeks to get back to the US. If arives at the county registrar of voters after election day it will not be counted.

You can also take it to the US Embassy and post it through the APO system.

Both the Democrats and Republicans hold registration drives. Naturally they would like you to vote for their candidate but even if you say you are going to vote for the opposition they will help you register. Really democracy working in Costa Rica. Wish all in the U.S. who are partisan would adopt that attitude of I differ with your choice but I respect your right to vote and will do all i can to assist you.

"Vote early and vote often,"

. . . attributed over time to three famous men from the Windy City: Al Capone, Mayor William Thompson, and Mayor Richard J. Daley.

All U.S. citizens who are eligible to vote may register to vote absentee in this year’s elections. If you are already in Costa Rica, Democrats Abroad (www.democratsabroad.org) is hosting a nonpartisan Get Out The Vote event this Saturday, September 27 on the 3rd floor of the Aurola Holiday Inn in downtown San José. Help will be on-hand at the event, and registering to vote absentee will be clearly explained. You may also regsiter before the event (September 27 is the last eligible day to register) by visiting www.VoteFromAbroad.org. For those already registered, a drop-in Voting Center will be available; just bring a form of ID (driver’s license or U.S. passport), the U.S. address where you were last registered to vote and your Social Security number.

If you can’t make it to the Democrats Abroad event, registering to vote absentee is still a simple process:

-Go to fvap.gov (the Federal Voting Assistance Program), select your status, and proceed through the simple questions.
-You will be asked to select your state - each state has its own absentee voting regulations, and may accept different forms of absentee voting. -Determine whether your state accepts alternative transmissions, i.e. those sent by fax, email, and telephone.
-If you vote from a state that allows for alternative voting transmission, download form SF-76 — the Registration and Absentee Ballot Request, or FPCA — and fill it out.
-If you will be voting by email or fax, download and fill out the transmittal sheet, which will accompany your email/fax.
-Your best bet is to email or fax the FPCA form directly to the local election office in your home state. If for any reason you cannot do that, you may email your request to ets@fvap.ncr.gov or fax the form to any of the 52 toll-free international fax numbers listed on the website. Costa Rica’s international toll-free fax number is 0800-012-1163. For questions, call the toll-free phone line at 0800-012-1201 (from Costa Rica only).
-After sending your FPCA by fax or email, you must still print out your form and mail it into your local election office. When your FPCA is received, it will be approved or you will be contacted for more information.
-Once approved, you will be sent an absentee ballot. Fill out the ballot and return it according to your state’s requirements.

Voting from abroad may seem complicated, but the Federal Voting Assistance Program and partisan groups like Democrats Abroad have worked to streamline the process for all involved. If you’re already in Costa Rica, I encourage you to attend this weekend’s Get Out the Vote Event - as mentioned, the voter registration area is completely nonpartisan and all are welcome. Register to vote, and make your voice heard!

I think that they are going to have voting that day, but if I am not mistaken the voter will be able to only be cast the ballot for president, not all the local and state stuff.

I would suggest, if you actually care about your vote, to fly home and vote in person. There have been way too many voting irreglarities in the last 8 years, and absentee votes are among the highest percentage of "uncounted" votes.

I won't go into the political issues, but if you really want your vote to count.. fly home. Make sure you get registered ahead of time, if that's necessary in your state.

It is good advice. I am happy to say that I will be back in the States and will vote in person. I agree with you about the irregularities and potential fraud in the absentee voting process and it is very, very sad and disconcerting to say that you are right on target. It really is a threat to our democracy.

Yes if you go to the website of American Legion post CR10 http://amlegioncr10.com/ you will find a link that gives you registration info on every state. Some let you register online and some require you to mail in forms which are available on the link. Best hurry time is getting very short.

While we are talking about patriotic things there will be a 911 anniversary ceremony this Tuesday September 11 sponsored by the Costa Rica detachment of the Marine Corps League. It will be held at911 park in Sabana Norte and begin at 11:00 a.m.

First issue: I read this at the end of an email that was sent to me entitled "Burial at Sea."

A veteran is someone who, at one point, wrote a blank check made payable to “The United States of America” for an amount of up to and including their life. That is Honor, and there are way too many people in [the United States] who no longer understand it.

God bless America and those who have served her in many uniformed services. They have protected our right to vote.

Second issue: VOTE from abroad. There is an additional way to vote from abroad.

There will be an advertisement in The Tico Times on September 14 and 21, 2012. It will announce that there will be absentee voting on Saturday, September 29, from 0930 to Noon at the Holiday Inn in downtown San Jose. It will be a non-partisan event but sponsored by Democrats Abroad Costa Rica.

In other words, both Democrats and Republicans are welcomed to come and vote. It is official U.S. Government voting not Democratic Party voting.

If you do not have your or you have not received your absentee ballot from the U.S., a Federal write-in Absentee Ballot will be available.

If you are going to vote from Abroad and NOT use an absentee ballot from the U.S., you are supposed to register on-line at http://www.votefromabroad.org

If you have your U.S. absentee ballot, the one from your home county, you can send it back to the U.S. via U.S. mail by delivering the envelope, with the proper amount of U.S. postage on it, to the U.S. Embassy and they will include it in their mail pouch.
