This is a sarcastic answer but it still holds true from when I read it on a Dilbert strip about 4 years ago.
Pointy haired boss asked Dogbert how to protect the company from the internet. Dogbert walked to the router and unplugged it.
Sadly, that is the only way to avoid spam these days. It's now a billion dollar industry to those that send it and those that produce products that "protect" us from it. It is never going away.
