Exactly.They are trying to curb gambling in Las Vegas as well. Some people should be restricted from leaving CA.

I'm not sure what the legislature will have to do with the proposed changes,but you can be sure there will be significant legal battles to come. I can't imagine the NEW owners of the Horseshoe being restricted to 8 hours a day of operation before they even get their large investment operational. The Fiesta Casinos will certainly put up a battle. The Colonial appears to be the closest to compliance but Shelby (the owner) surely won't be happy losing 2/3s of his profits with the reduced hours. The funniest part is the requirement that the casinos must set aside funds for anyone who has a heart attack from winning or losing a lot. Just remember...this is Costa Rica and ANYTHING is possible when the beaurocrats get involved. The purpose of all this is to keep the Russian criminal elements from starting operations here. Next they will consider bombing the whole country to keep them out.

All the casinos need here is a clever out. I went through something similar when I was involved in a club in Bali, Indonesia. They will just have to set up a fund for tico education and social welfare, etc. And donate a larger percentage of the profits.Since they can always cook the books, the percentage will not be that much larger. The school district in Vegas is shaking down resorts as well.I suspect the ticos have been taking notes.

I spent some time talking to Gregg (part owner of the DR) yesterday about this subject. He said that there is NO problem. The temporary minister (Laura Chinchilla) who drafted these ordinances has already been replaced and along with her go her ideas.

Not sure how he comes up with that. These were not ordinances drafted by the security minister they are Presidential decrees issued by president Arias and signed off by those ministers who ministry have some control over various sections of the decree. As initially reported:

Arias government acts to restrict casino operations by decrees are not legal. Its not possible to decrease the rights of the people using decrees, you have to use laws from the Congress not decrees. Casinos owner must hire a very good administrative lawyer and constitutional lawyer to appeal this decrees. But believe me the decrees is only to help the law to be more specific and to help understand some things, but never the decrees can make the situation (rights) worse if is not allowed by congress law. To restrict rights of the people you have to use laws by the Congress, if you need some help to execute the laws you make decrees, but they cant increase the restrictions.

I and I would imagine others on this board would be interested in knowing what legal background in Costa Rican law you posses that would give some credence to your opinion. Perhaps you might favor us with an abridged version of your curriculum vitae.

You may also be a very accomplished politician because you successfully danced around the question without providing any substantiation. You might want to take a refresher course in the structure of the Costa Rican government however. Costa Rica, like most countries, does not have a legislative body referred to as "Congress"
