I don't like to spend big money gambling. But are there any casinos with low limit blackjack?

Terminator,
In CR, there is Blackjack and there is Rummy. They look similar but are quite different as far as payouts and house advantage.

If you want to play real BJ, you can do so at Casino Paradiso inside the Amon Plaza Hotel. I think the minimum is 1,000¢ ($2), but don't quote me on that.

Another place that I think offers real BJ is Colonial Casino, right next to Del Rey. Horseshoe may also have it.

You can play in colones or dollars.

I don't gamble much in CR (except for the mandatory CRT poker tourney), so I don't have good info.

for blackjack.

What's the max at Paradise Casino? Do these casinos cheat customers?

I have seen people betting two or three black chips but with owners approval and him watching.

Horseshoe (across the srteet from HDR) had blackjack minimums of $2,000 colones (just under $4 bucks). If you wanted to keep everything in dollars, $5 minimum. For gambling I much preferred it to the HDR, where the rules seemed to change often (sometimes a push was a loss). Also, bj did not always pay 3-2.
