I can confirm VOIP - Vonage. It WILL show up as the local U.S. number you were assigned.

The quality of the phone calls are COMPLETELY dependent on the quality of the internet service.

This site has a pretty reliable test (best I've seen) http://www.voipreview.org/voipspeedtester.aspx

My suggestion: Order Vonage - (SOFTPHONE is the program that you can use with no other equipment than your computer, a good high speed connection, and a headset) - go buy a headset you can use with your computer and you can be up in calling with a local US number in about 10 minutes from your computer (no additional equipment needed). She can even return your calls to the vonage phone and you will recieve them just as if you were in the states. Yes this works with wireless (you need a good signal)

Get the adapter to plug in for future so you can actually have a US phone working in CR. (this can work with wireless as well)

One of the many features of Vonage is that you get choose which area code in the United States (maybe also Canada not sure) which you want. You also get to pick the city or town within that area code. If you want people to think you are calling from Miami or Philadelphia or San Francisco you can do so. If they call you back their bill will reflect that they called a number in that city.

If you travel to 2 different cities you can get a second line fairly cheaply.

Skype will let you choose your own area code as well, little cheaper as well but not as high quality as vonage. It depends on your cell phone carrier whether you can ID calls from CR of people who are using a ICE card.
Wouldnt gamble if she has the right carrier to show up private or not though, just get the voip and tell her you love technology so you are using it all the time now.

If you have a computer with a microphone either external or built in, then download Skype which is a free download.. Buy some SKYPE OUT CREDITS then make the call from Skype OUT to any US # it will ALWAYS 1000% show up as 000000000

If they ask you why it comes in that way I tell them I have no idea My cellular says I'm roaming... That normally is the end of the discussion. It is also very inexpensive to call the States from anywhere in the world.. I think its less than 3 cents a minute.

Key of course is you need a computer and a Internet Connection.

Almost all the Internet Cafes have skype on them so you can do this whole thing for under 5 bucks.

ID you got me, yes. But the voip is foolproof in accomplishing his end goal of not showing up from Costa Rica, with VOIP strategy you simply can state that you really enjoy this new technology kind of like Kip.

This was going to be my suggestion. You can do the same thing with Yahoo. Maybe internet palces have SKYPE and intervnet phones as well.

Thanks to all for your advice. I did buy an ICC 199 card from the Presidente Hotel. It took me a while to figure out that the 00 on the instruction card simply precedes a 1 instead of 011, but I got through to her. Immediately after expressing her deep affections for me, she said, "506 area code, that is not DC." I just told her that is the way the phone card must work. Then she asked me the weather in DC, but I was in luck that one of her K*ds hit a hot smash through the shortstop-third hole at that very moment, so she lost her train of thought. Then we had a nice conversation. Of course she wants me to call tomorrow. So I need to check on DC weather.

Yep exactly why you should not use the 199 cards.
I'm able to tell whether my girlfriend is home, one her cell or at a friends when she uses that 199 card. Hate to say I called it cause I hate being right in these situations.
BTW Irish Drifter be helpful not spiteful... Skype.... the Voip I use is foolproof of course unless you use it.
You are the one who told the poor guy where to by the ICE card how to use and all the details \. Instead of digging up some irrelevant 202 inane article from the AM that has nothing to do with saving the guys ass swallow your arrogant pride admit you wrong and tell the guy not to use the 199 card. You are smarter than that Ive seen it from your posts. However your arrogance for always being right is your downfall, Im sure Im telling something you already have heard from other people at your age.

Frankly, I am shocked the number showed up using a 199 card. I have received and made hundreds if not a thousand calls to and from CR. The use of a 199 card has never shown a phone number unless used from a public phone. I will qualify that by saying any call to or from the USA. IF you try to use the phone cards in CR to call in CR, you are ph*cked. It shows everytime.

I have searched your initial post and do not find Skype ever mentioned just VOIP. So saying VOIP is foolproof was just as wrong as saying the 199 card was safe. Make sure your own hands are clean before telling others theirs are dirty.

Area code 506 is New Brunswick Canada, so it is plausible that a phone company might use it. Anyway, mongering in New Brunswick is unlikely.

But I just realized that 506 is the Costa Rica country code. Here is the question: Will the number on her cell phone be saved in the cell phone, so she can check on it in her leisure? Will it look like a regular area code (looking like New Brunswick) or will it have added digits that indicate that a country code is involved?

This could be bad.

Depending on how technically savvy you are you can explain it away fairly easily. Just say the the card provider must have a call center setup in some other country and that caller ID shows where ever the card has their call center setup.

If she is like most people, she won't really think that much about it since you said you are using a card. My best advice is just go with flow and worry about it if she brings it up.
