alright, now that we've got that settled how do we stop them from trying to sell you on goods or services on the way in?

With the enactment of Decreto 29408-MOPT-MSP "gavilanes" or "hustlers" are no longer present at the arrival levels of the Juan SantamarÃa (San José) airport. In short, the regulation prohibits the sale and promotion of unsolicited goods and services, including the distribution of promotional materials, like pamphlets, bringing in an end to a long standing problem of visitors being hassled and hustled, as they arrived in Costa Rica, especially from those offering rides or taxi services.
Sounds like it may be hard to find a taxi driver to negotiate with and you either will have to have made previous arrangements with a driver or take an orange cab. Will have to see how this plays out as sometimes the crack down lasts only a few days and then it is business as usual..
