Hallo, zees ees Monsieur Aveugle (Mr. Ciego to you), "Pubic Hairstylist of the Stars." Pardon me while I shake out my limp wrist to type this hair care advice.
1. Yep, it's the water. And if you think it's bad in SJ, try water at the beaches. The best water in C.R. is from the Monteverde and Orotina areas at higher elevations. If you're at the beach during rainy season, collect rainwater for bathing/shampooing.
Otherwise, you can buy distilled water as mentioned above, or you can use the holy water from the basilica in Cartago...just kidding.
2. Buy a shampoo that has been balanced for hard water. These shampoos have a more acid pH and will actually work with, rather than against the extra alkaline minerals in the water.
3. If you can be flexible in your "look," you could have a short haircut. I recommend any of the following hairstyles: The Muffdiver, the Get Rhythm and/or the Scubabum. Most tico guys I've met keep their fairly short.
