If he's serious about it, he'll need to bring his own equipment. Not all charter boats are equipped for fly-fishing, and the ones that are - their equipment is usually "tired". Some of the charters that you find on the internet will even mention, that if you want to fly fish, you should bring your own tackle. And if he's an avid angler, he'd rather fish with his own equipment anyway.
In the past, I brought my own rods/reels to CR many times, and it's not a problem flying with them. Most reputable fishing stores will sell "rod tubes" that are F.A.A. approved for travel. The reels can be packed in your suitcase. Actually, it's much easier than trying to travel with a golf bag or surf-board. Now, with an office in CR, I don't have to bring anything anymore. It all stays in CR.
As for world class, he's absolutely right about that!
