I believe you! It will not go blank. But (sorry man), if you've not been notified, you can't contest, because you don't even know you are the father so with regard to support, you won't be paying until at least someone has told you. Once told, even if a year or 10 years later, you should still have the right to refute the claim using DNA. There has to be some provisions in the law which pertains to false accusations and false identifications. Sure they can be resolved using DNA, but not until the father has been located and properly notified. It wouldn’t make sense, even in Costa Rica, for the identity to be engrained in concrete (that means forever) on just one person’s word (especially if she is a hooker). Imagine the case where the husband is named, but Tony the boyfriend steps forward 2 months later to claim the baby is his.
The law is the law and how it is administered is situational so final results will vary. Like Thirdworld said, "How it works in theory and how it works in practice are two different things." Case by case basis..... some difficult cases are out there that don't fit the mold so this is why there are courts, lawyers, judges, DNA and more available to resolve issues of law. Since this is a law, actions that are taken in accordance with the law can be challenged to be sure the actions were in accordance with the law.
Like someone said earlier - if you are named, and you are notified, get a lawyer.
