The security when leaving SJO on 8/29 was something, much better than what I've seen here in the states. They searched my carry-ons and kept my 4 oz. bottle of contact-lens solution and an almost empty little tube of blistex. I explained that according to the TSA and Delta those thing are acceptable and I brought them down in my carry-on just 5 days ago. He only says "new rules"

and tells me to check my bag if I want to take those items. Then they discuss taking my deodorant, I pointed out it says "Stick" and is not a gel, they call in the next Tico in the chain of command and after a conference in spanish and close visual inspection decide it's OK.
Before boarding the plane they bring in 2 dogs, one at the gate and one down in the walkway to the plane, sniffing as you walk by. Then they search all carry-ons AGAIN before you're allowed to board, I go through the same thing with the Tica and my deodorant, she has to ask her boss before deciding it's Ok. In spite of all this things went fairly quickly and we left on time.
Then when we landed in ATL there were 2 agents at the gate looking at everyone's passport as we exited the plane, not sure if this is something new or they were looking for somebody in particular.
