Ask any local on the Caribbean coast what time of year it is right now, and they will tell you it's summer. Now you can find the easiest possible ocean dive conditions in the inner reef's tranquil waters. That's because the driest months of the year on the south Caribbean coast are normally September and October. The brown rivers drop to their lowest flows, leaving the ocean water clear blue.
For most of the rest of Costa Rica, including the Pacific coast, somewhere around 40 percent of the year's rain falls in these two months.
The rains usually murk up Pacific coastal sites, but not offshore islands that are far enough away from the engorged rivers of the mainland. This is the case right now with Cocos and Caño Island National Parks. When strong blue-water currents from offshore wash the parks, the runoff from the island's streams is quickly washed away.
