It's a free-for-all (except passengers, who will not be carrying bags for free, apparently).

I don't mind paying extra, as long as the extra fee is not exorbitant. I just don't want to get to the airport, and have them tell me I can't fly because my suitcase is 7 inches over the limit. But, as I learned many years ago, nothing surprises me in CR.
