You are buying a drink so why should you have to also purchase a bottle of water? I have never had a bartender refuse me a glass of water when I was buying a drink. In fact I can never remember anyone in a bar or restaurant refusing me a glass of water even if I was not purchasing anything.

Absolutely not! The bartender was most likely not the same bartender that refused him the glass of water and even if she was it was not her decision but a policy of management that she was following. By not paying for the drink he stiffed the bartender not the HDR. She most likely had to pay for the drink and knowing the "employee friendly policy of HDR management" she might have been terminated or suspended at the very least.
