According to an article in this mornings Inside Costa Rica Semana Santa will not see any liquor sales this year. The law making it possible for a municipality to allow the sale of booze is not going to be in effect this year as the text of the new law has not been approved.
Quote:

Semana Santa Prohibition On Sale of Liquor Continues

Semana Santa or Holy Week is around the corner and a new law to a change, restaurants and bars in Costa Rica will go dry.

As well, supermarkets and liquor stores have to suspend all sales of liquor, beer and wine on Thursday and Friday (April 5 and 6).

The new "ley de licores" would leave the implementation of whether to ban sales of liquor during Semana Santa and in elections.

However, the text has not been approved and the bills is currently before the Comisión de consultas de Constitucionalidad de la Asamblea Legislativa (legislative commission) as directed by the Constitutional Court.

New laws here in Costa Rica take longer to enact than the punishment doled out to the people who break the law.

haha Even though a lot of people bitch, when I was in Jaco a lot of people I know were very happy about the dry days. Why? Because it slowed the idiots at the beach down just a little bit. I don't really care this year here in San Jose. The city is a ghost town anyway, yes?

Hotel Littel Havana will be open regular hours throughout Semana Santa week. One customer has agreed to host a "private party" both dry days to make sure you are all properly lubricated.
