As for prostitution being shut down or moving under ground: In my opinion (for what it is worth); this is a Latin country, you will never stop prostitution. It will continue to exist just as it does in the states. It will all be "underground" and therefore probably difficult for gringos to infiltrate.
All of this is just the opinions of an old fart--lets hope I am wrong about all, or at least most, of it. I am basing a lot of this on what has been said to me by my next door neighbor (a very wealthy old maid who resently retired from a very high position in the CR government. My opinion from things she has said is that the major objection is to us "old" gringos coming here and "plucking" their "young" chicas. I try to avoid her seeing chicas coming or going, but when she does, I get lamblasted. I always tell her they are my maid! jeje
