Since March 7, 2011, all new SIM cards do NOT include internet access. The ones bought before then still do.

To recharge a SIM, go here: http://www.masterpago.com/productos/ind ... roducto=40

Enter your cell number and the amount you wish to recharge. You will need to create an account ('AFILIATE') on the next page.

Took me two days and about 6 hours of dicking with their website from the states to set up an account. Email your scanned passport as soon as you get your first account number and are "activated", because activated is not really activated and the activation link they send you won't work anyway, even if you try to clip and paste it into your browser--it's 2 lines. I pasted it into Google translate of all places and clicked on it and it worked, said I was activated, but no, another not ready, they have to review your account for "security"--wtf, for a prepaid cell?--they will give you an email address to send your passport--put your tel # on it Then this and that. They don't answer the number they give for help. When they finally do at 0900 CST or 2030 CST they don't have a clue. Here's an additional tel # ICE gave me for them in addition to the one on Pago's site: 2234-0400, a little better and got a guy who spoke English, can't complain, it's a Spanish country, but there are probably are a thousand gringo's with prepaid cells by now. They will answer e-mails, 6 hours later or the next day. I had a Mexican help me with the website lingo and he grew tired of the kickback, wrong entry bs when we were doing everything according to their on-line virtual demo. They eventually send a new password which replaces the 10 digit letter and alphabet initial one that is full of O's that you have to try as a number and a letter because sometimes O works one way and not the other. I finally got my account going. What a ridiculous time consuming unnecessary pain in the butt. Why they require you to recharge every month or two months with as little as a quarter or get cancelled when you have money in the account is beyond me.

After several emails I finally resorted to calling ICE directly for assistance with obtaining access to the website via log-in. It took about ten minutes for the representative to locate my records including a copy of my passport that i had already sent weeks ago. The representative confirmed my account and activated my access. I now have the ability to go on-line and recharge my SIMs. I suggest spending the three dollars calling the ICE office directly after receiving your activation email.

ICE ???

Are you sure that you werent talking to MasterPago?

These are two separate businesses.
You buy your SIM & have cellphone service from ICE. You recharge online with MasterPago.

You are correct. I called the number from the website so it would be MasterPago. I didn't realize they were a different company.
