I'm a GE traveler and I fly into MIA -- concourse D, E and J -- frequently. I'm not sure what you meant by your post, but at MIA GE travelers don't have to wait in line unless the kiosks are out of order (which I've never seen happen).
Once you get arrive in the immigration area (before the lines) there are 4 or more GE kiosks scattered around. In Concourse E they're located to your right as you walk into the immigration area.
You go to one, do the picture/fingerprintscan/questionnaire thing, get your receipt, then proceed to the same line the airline crews use, show your receipt to the agent, then go to baggage claim. No waiting in line. Takes 60 seconds.
On some occasions I have seen agents divert arriving passengers into a secondary entry processing area which
doesn't have GE kiosks. If that happens to you, just show the agent your GE stamp and tell them you want to use a kiosk. They'll wave you through the main area where the kiosks are.

I agree about MIA and Miami being phucked up in general, but the entry procedure for GE travelers isn't one of them.
